My name is Janice Lim, and I am honored to be running for re-election to the Yorba Linda City Council. I have had the privilege of serving our community for nearly four years, including serving as Mayor from 2024–2025.
I am a fourth-generation Californian, a proud USC graduate, and the first student in USC’s history to graduate simultaneously with degrees from the Marshall School of Business and the School of Architecture. My professional background includes financial analysis, investment and feasibility analysis, land use, and real estate management
My greatest education, however, has come from serving others. Before seeking elected office, I spent nearly 20 years volunteering in our schools, nonprofits, churches, and community organizations. I also served six years on Yorba Linda’s Parks and Recreation Commission before joining the City Council.
I am running for re-election because I believe in Yorba Linda and in the values that make our community special: public safety, fiscal responsibility, strong families, local businesses, civic engagement, individual opportunity, and preserving the character of the Land of Gracious Living.

As your Councilmember and former Mayor, I have worked every day to make a difference in Yorba Linda—bringing resources home, protecting our community, supporting our seniors, strengthening our partnerships, and preserving the quality of life that makes Yorba Linda special.

Keeping Yorba Linda Safe
Yorba Linda has been recognized by SafeWise as one of California’s Top 5 Safest Cities for three consecutive years, including a #5 ranking in 2026
Public safety remains one of my highest priorities. I have supported adding Orange County Sheriff’s Department personnel, strengthening our police presence and continuing our partnership with OCSD.
We have also maintained one of the toughest local e-bike ordinances, while emphasizing both education and enforcement. Our ordinance establishes rules for the safe operation of e-bikes, scooters and other regulated mobility devices, with enforcement by OCSD. (Yorba Linda )
We are also investing in technology to help keep our residents safe and better prepare for emergencies.
Strengthening Fire Protection
With Yorba Linda located in a high-fire-risk area, maintaining strong fire protection is essential.
I supported bringing a new OCFA fire engine to strengthen our emergency response capabilities and am supporting the upcoming renovation of a Yorba Linda fire station.
The City contracts with the Orange County Fire Authority for fire protection, prevention and suppression services, with three fire stations serving Yorba Linda. (Yorba Linda )
Protecting Local Control Through Measure JJ
I helped lead the effort to educate our residents about Measure JJ and what was at stake for Yorba Linda. Through a local community information effort, residents were given the facts and information needed to make an informed decision. Measure JJ passed overwhelmingly with more than 90% of the vote, helping preserve our ability to maintain local control while meeting the State’s housing requirements. The next housing cycle is coming within the next few years. Having experienced leadership at the table will be important as we continue to protect our community’s character, local decision-making and quality of life. Securing $3 Million for Savi Ranch
I helped secure $3 million in federal funding for the Savi Ranch Parkway Road Improvement Project. Savi Ranch is one of Yorba Linda’s major retail and employment centers and generates approximately 60% of the City’s sales tax revenue. Improving traffic flow, safety and access is important not only for the businesses and employees who rely on Savi Ranch, but for the economic health of our entire city. Bringing outside funding home means we can make needed improvements while being responsible with local taxpayer dollars.
Honoring a Fallen Officer
I helped memorialize Brea Police Detective Terry L. Fincher, who lost his life in the line of duty, by renaming the 91 Freeway section in his honor. This was an important tribute to a fallen law enforcement officer and his family. The tribute was funded through privately raised money—not taxpayer dollars from the City of Yorba Linda. Honoring those who serve and sacrifice for our communities is an important part of who we are. Supporting Our Seniors
Our seniors deserve the opportunity to remain active, independent and connected to their community. I advocated for additional senior mobility funding and strengthened the TRAILS program, which provides door-to-door transportation for Yorba Linda residents age 60 and older.
Transportation is more than simply getting from one place to another. It helps seniors get to doctor appointments, activities, shopping and community programs while maintaining their independence and quality of life.
Bringing Dignity and Hope to Those in Need
Through my work with the Placentia Navigation Center, a temporary homeless shelter, I helped build faith-based volunteer partnerships that provide more than a place to sleep. They provide relationships, encouragement, dignity and hope to people working toward a better future. These partnerships have helped increase successful outcomes to three times the national average. Beginning October 10, we will also launch the MOP—Make Over Program, providing free haircuts on birthdays and helping individuals prepare for job interviews. Sometimes helping someone move forward begins with something as simple as a haircut. It can restore confidence, dignity and hope—and remind someone that their community cares about them.
Protecting Our Seniors From Scams and Fraud
Seniors are increasingly targeted by online scams and fraud, and education is one of our strongest tools for prevention. I have worked with OCSD detectives to bring scam and fraud awareness directly to senior homes, churches and community organizations. Our seniors should not have to live in fear of becoming a victim. We need to give them the knowledge and resources to recognize scams, protect their finances and safeguard themselves and their families.
These are just a few examples of the work I have been doing on behalf of Yorba Linda. There is still much more to accomplish. I want to continue strengthening economic development, preparing Yorba Linda for opportunities surrounding the LA28 Olympics, finding additional funding and resources for our city, protecting public safety, supporting our seniors, protecting Proposition 13 and—most importantly—keeping local control.
I believe the best days of Yorba Linda are still ahead. Our community has a remarkable history and a strong foundation. We can respect the past while planning for the future, protect our community character and preserve the quality of life that makes Yorba Linda the Land of Gracious Living.
My work is not finished. There is more to do, and I am ready to keep serving Yorba Linda and maintaining it to be the Land of Gracious Living.
